OT Levels
OT, or "Operating Thetan", is a spiritual state above that of "Clear." L. Ron Hubbard defined the OT levels as, "knowing and willing cause over life, thought, matter, energy, space and time." The OT levels are a part of the overall "Bridge to Total Freedom" which describes the progression of the courses that Scientology offers, ultimately promising that when you have reached the highest levels and reached the other side of the bridge, you will be able to control all things in matter, energy, space, and time. This includes a variety of abilities that are not quite so spiritually pure; among other things, it includes the ability to scramble another person's brain just by staring at them.
When the Church of Scientology began, there weren't any Operating Thetan levels at all. The overall purpose of Dianetics and Scientology was to reach a state known as "Clear," wherein a person is said to be free of the influence of unwanted engrams, emotions, or painful traumas. A person in this condition would be cleared of these negative influences, thus granting them perfect control over their "mental energy" (thoughts), allowing them to think with absolute clarity.
Originally, all the promises regarding the spectacular powers that could be attained through OT training were ascribed to those who reached the state of Clear. They were said to have an absolutely perfect memory, they would never suffer any illness, and would obtain certain special powers over the universe.
However, when Hubbard presented one of the first people he had supposedly trained to the state of Clear, the presentation didn't go exactly as he had hoped. The woman, Sonya Bianca, was presented to the audience, who were invited to pose questions to test her perfect memory and analytical abilities. When she was asked to turn away from Hubbard and describe his tie, she was completely unable to remember what color it was. Embarrassed, Hubbard explained that he had inadvertently given her a command that suppressed her abilities.
But by that point, the damage was done. The audience was laughing and it became painfully obvious that Hubbard's claims regarding the state of Clear had been greatly exaggerated, if not entirely made up. A short time thereafter, he proclaimed a great discovery - the Operating Thetan levels. Not too surprisingly, Hubbard claimed that reaching various Operating Thetan levels would guarantee all the spectacular abilities he had once associated with Clear.
The progression of the OT levels has been much the same story as that of Clear. Originally there were only three OT levels, but once people reached OTIII and still hadn't received their super powers, there naturally had to be something else to learn. And, as some would point out, something else people had to pay for.
The number of OT levels have continually increased every few years. Finally, the Church of Scientology has finally come out with a declaration that the current OT training available through the church is technically "pre-OT," or preparatory levels with the actual OT level being Level VIII. Sound familiar? First it was Clear, then OTIII, then OT7, now it's OTVIII. In fact, the frustration of this repeated pattern has been a contributing factor to many long-time members of the church finally deciding to leave.
The current OT levels are as follows:
OT I - "This solo-audited level is the first step a Clear takes toward full OT abilities, and that first step is a fresh causative OT viewpoint of the MEST universe and other beings."
OT II - "By confronting hidden areas of one's existence on the whole track, vast amounts of energy and attention are released. Those on this Solo-audited level experience a resurgence of self-determinism and native ability. OT II unblocks the aberrative factors on the whole track that have allowed the thetan to lose his innate freedom and ability and one achieves the ability to confront the whole track."
OT III: The Wall of Fire - "This Solo-audited level goes through what is called the 'Wall of Fire' that surrounds a previously impenetrable whole track mystery. What prevents a being from being himself? This level answers that question. Once complete, a being is free of the whole track overwhelm that has trapped him. Here he confronts and eradicates the fourth dynamic engram that has plagued this universe for millennia."
This is the OT level where at long last followers are taught the doctrine regarding the Galactic Prince Xenu, who 75 million years ago killed millions of aliens, whose souls still affect us today, causing all of our pain and suffering. According to Scientology dogma, OT III is a dangerous process and can lead to pneumonia, lack of sleep, or even death if not prepared for and taught correctly. According to Hubbard, the research that led to his "discovery" of the OT III level caused him to suffer a broken back, knee, and arm. In Church of Scientology of California v. Kaufman, it was noted that the defendant had been required to sign a waiver to the effect that, "the Scientology Organization, its branches and members, and L. Ron Hubbard are not responsible for anything that might happen to my body or mind on OT III."
As far as I am aware, no one has yet died because of premature exposure to the story of Xenu.
OT IV: OT Drug Rundown - "This level handles the hidden problems and stops in a being's universe caused by the effects of drugs and poisons on the whole track. This is the final polish that rids one of any last vestige of the effects of drugs on the spirit. Ministered at Advanced Organizations or Flag. Approximantely twelve and a half to twenty-five hours."
OT VI: Hubbard Solo New Era Dianetics for OTs (Solo NOTs) Auditing Course - "The training one receives before starting to solo audit on New OT VII is so powerful that it actually constitutes an entire OT level. On Solo NOTs one is dealing with complexities intended to crush one's true power and abilities as a thetan. Solo NOTs auditors acquire a wide range of auditing skills to handle the vast phenomena that can occur on OT VIII. Approximately 3-4 weeks with the new Solo Auditor Course done."
OT VII: Hubbard Solo New Era Dianetics for OTs Auditing - "On New OT VII one solo audits at home daily. This is the lengthy level, requiring a considerable amount of time to complete. This is the finaly pre-OT level, and culminates in attainment of the state of CAUSE OVER LIFE." (Original emphasis)
OT VIII: Truth Revealed - "This Solo-audited level addresses the primary cause of amnesia on the whole track and lets one see the truth of his own existence. This is the first actual OT level and brings about a resurgence of power and native abilities for the being himself. This may be done at the Flag Ship Service Organization only."

The goal is to at some point eventually reach the state of Cleared Theta Clear, a state Hubbard described as, "A thetan who is completely rehabilitated and can do everything a thetan should do, such as move MEST and control others from a distance, or create his own universe."
